Time for Tasers in NYC?

NEW YORK -- The NYPD hired the RAND Corporation to analyze the departments training and firearms policies following a number of high-profile police-involved shootings. On Monday, the report was released.The bottom line for RAND after looking at all the cases of cops firing their weapons between 2004 and 2006 is this: Training could be more realistic and better -- and the NYPD ought to look at doing what most other big police departments across the country, equipping cops with Tasers.Review: NYPD Firearms Training Needs Changes
Even before the report's author presented the findings to reporters Commissioner Kelly announced that the only officers currently equipped with Tasers (supervisors who are assigned to units responding to emotionally-disturbed people) will now be issued holsters so that they can actually carry them around. Currently Tasers are kept in their cars.Kelly would not commit to any further rollout of Tasers as of now but said this report opens the issue to further review.Incredibly RAND found no comprehensive analysis has been done anywhere on how effective Tasers are at reducing police shootings. There are plenty of reports from local police departments that are laudatory but entirely anecdotal.Civil liberties groups have complained that Tasers are misused and overused and in some cases should be banned.We'll hear from them on this recommendation and others in the report soon.
